How can Hawaii, where gambling is illegal, allow a casino? If, as they are, DHHL proposes it be built on ancestral land, how does that square with the fact that Native Hawaiians are not federally recognized, a contingency to building and operating a casino? The kānaka maoli–Native Hawaiians–have never surrendered to or supported US occupation, and are not federally recognized.
